Why it happens

Both readings are wrong, and the boundary is not the voltage on its own. Under the Electrical Safety Act 2002 (Qld) s 18(1), connecting or disconnecting supply wiring to electrical equipment, and installing, altering, removing, repairing or maintaining electrical equipment or an electrical installation, is electrical work. Section 18(2)(p) then excludes connecting an item of prescribed electrical equipment to existing equipment, and s 18(2)(q) excludes disconnecting it - each only where four conditions all hold. Under (p): the task can be safely performed by a person who does not have expertise in carrying out electrical work; after connection the equipment and the existing equipment remain at extra low voltage; the equipment is not located in an area whose atmosphere presents a risk to health and safety from fire or explosion; and it is not, and is not part of, a cathodic protection system. Under (q) the same four apply with the tense mirrored on the second - the equipment was at extra low voltage before it was disconnected.
Why it matters

The 240V connection that feeds the driver is licensed electrical work either way, and Queensland requires an electrical contractor licence where licensed electrical work is carried out as part of a business or undertaking.

Why it happens

No IP rating is published for any Luxe strip, profile, controller or remote - the catalogue and the homepage display none. Under IEC 60529 an IP code classifies the protection provided by a particular enclosure, so it belongs to the item tested and cannot be read across to a strip.
Why it matters

A strip with no published rating has not been assessed for those positions, which is a different thing from having been assessed and passed - so putting one there would be an assumption rather than a specification.
