Under IEC 60529:1989+AMD1:1999+AMD2:2013 CSV, Edition 2.2, an IP code classifies the enclosure of the product that was tested for it, so it does not transfer. No strip, profile, controller, remote or garden light in this range carries one, and unrated means unclassified rather than probably fine.

Both readings misstate the Act. Under the Electrical Safety Act 2002 (Qld) s 18(1), electrical work includes connecting supply wiring to electrical equipment or disconnecting it, and installing, adding to, altering, repairing or maintaining electrical equipment or an electrical installation.

Sections 18(2)(p) and (q) do exclude connecting and disconnecting an item of prescribed electrical equipment, but each exclusion carries four conditions that must all hold at once: the task can be safely performed by a person who does not have expertise in carrying out electrical work; after they are connected the item and the existing equipment remain at extra low voltage under (p), or before they were disconnected they were at extra low voltage under (q); the equipment is not in an area whose atmosphere presents a risk to health and safety from fire or explosion; and the equipment is not, and is not part of, a cathodic protection system.
