Both readings misstate the Act. Electrical Safety Act 2002 (Qld) s 18(1) makes it electrical work to connect electricity supply wiring to electrical equipment or disconnect it, and to manufacture, construct, install, remove, add, test, replace, repair, alter or maintain electrical equipment or an electrical installation. Section 18(2)(p) then excludes connecting an item of prescribed electrical equipment to existing equipment, and s 18(2)(q) excludes disconnecting it - in each case only where all four conditions hold.
Why it matters
The four conditions are cumulative: the task can be safely performed by a person who does not have expertise in carrying out electrical work; the item and the existing equipment remain at extra low voltage after they are connected under (p), or were at extra low voltage before they were disconnected under (q); the equipment is not located in an area whose atmosphere presents a risk to health and safety from fire or explosion; and it is not, and is not part of, a cathodic protection system. The 240V side that feeds the driver is licensed electrical work, and Queensland requires an electrical contractor licence where licensed electrical work is carried out as part of a business or undertaking.
