Under the Electrical Safety Act 2002 (Qld) s 18(1), connecting electricity supply wiring to electrical equipment or disconnecting it - and installing, altering, replacing or maintaining electrical equipment or an electrical installation - is electrical work. Section 18(2) then sets out exclusions. Section 18(2)(p) covers connecting an item of prescribed electrical equipment to existing equipment and s 18(2)(q) covers disconnecting it, and each applies only where all four of its conditions hold together: the task can be safely performed by a person who does not have expertise in carrying out electrical work; after they are connected the equipment and the existing equipment remain at extra low voltage under (p), or before they were disconnected they were at extra low voltage under (q); the equipment is not located in an area in which the atmosphere presents a risk to health and safety from fire or explosion; and it is not, and is not part of, a cathodic protection system.

So the boundary is not the voltage on its own.
