Queensland requires an electrical work licence to carry out electrical work at all, and an electrical contractor licence on top of that where the work is done as part of a business.

Can the strip go outside – on a balcony, a patio or in the garden?

No, and the reason is specific rather than cautious. An IP rating is a tested classification of a particular enclosure, so it belongs to the item that carries it and cannot be read across to anything else.
